Chapter One: Introduction

1.1 Background of the Study

Political violence is a major threat to democratic processes and effective governance, particularly in fragile regions where political competition often results in violent conflicts (Olaoye & Hassan, 2023). Ankpa Local Government Area in Kogi State has witnessed periodic outbreaks of political violence, particularly during election periods. This violence, which includes clashes between political party supporters, the destruction of property, and intimidation of voters, has far-reaching consequences on the local governance system. The impact of political violence on governance includes the disruption of government services, erosion of trust in political leaders, and the marginalization of certain political groups (Aminu & Adamu, 2024). Furthermore, the pervasive nature of political violence undermines the ability of local governments to effectively implement policies, maintain law and order, and engage in community development. While political violence has been widely studied in the context of national politics, there is a need for more research on its specific impact on local governance structures, particularly in rural and semi-urban areas such as Ankpa. This study seeks to examine the effect of political violence on local governance in Ankpa LGA, exploring how it affects policy implementation, governance efficiency, and the legitimacy of political institutions.

1.2 Statement of the Problem

Political violence in Ankpa LGA has created a hostile environment for local governance, with negative effects on the functioning of the local government. The local government has struggled to implement key policies and deliver services to the people due to the destabilizing effects of political violence (Ibrahim, 2023). Furthermore, political violence contributes to the erosion of public trust in local political institutions, as citizens become disillusioned with the governance system. This study aims to investigate the extent to which political violence disrupts local governance in Ankpa, with a focus on its effects on governance processes, public service delivery, and community development.

1.3 Objectives of the Study

  1. To assess the impact of political violence on the efficiency of local governance in Ankpa LGA.

  2. To evaluate the effect of political violence on the delivery of public services in Ankpa LGA.

  3. To investigate the relationship between political violence and the legitimacy of local political institutions in Ankpa LGA.

1.4 Research Questions

  1. How does political violence affect the efficiency of local governance in Ankpa LGA?

  2. What impact does political violence have on the delivery of public services in Ankpa LGA?

  3. How does political violence influence the legitimacy of local political institutions in Ankpa LGA?

1.5 Research Hypothesis

  1. Political violence negatively affects the efficiency of local governance in Ankpa LGA.

  2. Political violence has a significant negative impact on the delivery of public services in Ankpa LGA.

  3. Political violence undermines the legitimacy of local political institutions in Ankpa LGA.

1.6 Significance of the Study

This study is significant because it will provide insights into the damaging effects of political violence on local governance in Ankpa LGA. Understanding the relationship between political violence and local governance will enable policymakers and political leaders to devise strategies to mitigate violence and strengthen local governance systems. Additionally, the study will contribute to the broader discourse on governance and political violence in Nigeria, providing evidence that may be applicable to other LGAs facing similar challenges. The findings will be useful to local government officials, security agencies, civil society organizations, and political analysts.

1.7 Scope and Limitations of the Study

This study focuses on the effects of political violence on local governance in Ankpa Local Government Area, Kogi State. The research will explore the impact of political violence on governance processes, service delivery, and the legitimacy of local institutions. Limitations include potential bias in the reporting of political violence and the difficulty in accessing sensitive political information.

1.8 Operational Definition of Terms

  • Political Violence: Acts of violence or intimidation intended to influence political outcomes or undermine political processes.

  • Local Governance: The administration and management of public policies, services, and resources at the local government level.

  • Legitimacy: The acceptance and recognition of political institutions by the public as being rightful and authoritative.
